I’m not sure what wordpress.com has to do with this.

If you want the same sort of form, install Jetpack and use its contact form. However, there are dozens of plugins you can use to add a form to your site.

It’s not just a matter of “using html”. You need to do a lot of PHP to securely support a form. That’s why I recommend (and use) plugins for them. Let someone else do all that work.

Well, as I mentioned, Jetpack will give you pretty much what you had on wordpress.com. My preference is Formidable.
