Consent banner expiration in days

For 2. This means how long consent is stored per user, by default this is 365 days or when a siginificant change is made to your cookie policy.

For 1. If understand correctly you want to have someone provide consent for each visit. Maybe start with setting the above to 1 day. This might include multiple visits on 1 day, but is the easiest way to get where you want to go.

Otherwise we need to create a MU plugin.
