Confused about permalinks

Hi

In my multsite install I noticed that the link to the page wp-admin/options-permalink.php is missing. Now I cannot remember if that is a default thing or if I removed the link to stop people playing with it.

My question is, can multisite use site-by-site permalinks, and therefore should I be allowing my members to select their own permalink structure?
