confused

This is my first time using webpress and I really confused. I am building a site hosted via godaddy. I installed the wordpress application so I can incorporate a search function, user meta accounts, and create a shopping cart. Its my first time building a database and I was told WordPress is the easiest way to go about it. Is there a way that I can pull the template into my Dreamweaver and manipulate the css and just place the elements like search function, user meta, and shopping cart that I build in WordPress?

I tried to edit a template from the WP browser but it was so limited. Then I checked wordpress.com’s forums and asked for help and they sent me here saying I was in the wrong site, but I don’t see how either is any different as the admin link I got from my godaddy hosting database is linked with wordpress.com templates.
