Conflict with Weight based shipping and Flat Shipping

I am facing the issue with shipping on my websites. I have set up two shipping zones i.e. 1 for the UK and another for Portugal.

UK zone uses Weight based shipping setting and zone Portugal uses, Flat shipping option, however the issue is, even when a customer select Porutal, rates for UK are shown, to check this I have enabled shipping debug, and it also shows that the shipping zone matches to UK even when portual is selected. Not sure what is the issue here, can you please see if there is some conflict with your plugin.
