Conditional fields to set shipping based on cities?

I am looking to see if this plugin offers the option to set shipping rates based on a city using conditional logic?

Woocommerce comes with states/zones and does not drill a level deeper. What I am trying to do is say I have “state 1″ and state 2”.

If i pick state 1, I want to get the following choices as city “city1”, “city2”, “city3”.

Now what I want is if I pick “city1”, then have a shipping rate of $2 be added to the checkout.

Is this possible with this plugin? Thank you.
