The site returns a “404 Not Found” error on the Cookie Banner CSS file, so I would suspect that to be the reason why this occurs. If the /uploads/ folder is not writable, there will be no CSS file and therefore no cookie banner.
Could you configure the permissions of the /uploads/ folder as described below?

@mothytim1 please also check if the server, host or firewall blocks a request to the uploads folder. If the file is not present, the plugin would load the fallback css. This is not the case, so I suspect the css file is there, but the loading is blocked by something on your server.
Hi, thanks for your messages the permissions are the same as my other site where the banner works 0700, I tried to change them but it seems that the host doesn’t allow that! The Jetpack firewall was on but have switched it off and no difference? Looking in the uploads folder there isn’t anything related to Complianz where as there is a folder on my other site! So struggling to work this out!

I’d say that the best course of action in this case, might be to seek assistance from the hosting provider. They will be in the best position to help you identify and resolve any server-side restrictions or configuration issues that may prevent access to the /uploads/ folder.
