    First question: can this theme be downloaded to a wordpress.com blog (instead of .org).

    If so how would I even begin going about this? I downloaded the theme, but have no idea how to proceed from here. I need the most simple, fool proof instructions possible.

    No, you cannot install a theme that is designed for a wordpress.org site into a wordpress.com site. Unfortunately, you are limited to the themes that are only available on wordpress.com.
