    Dashboard/settings/discussion/ make sure allow people to post comments on new articles is not checked.

    [Edit] You could also edit comments.php <p class="nocomments">Comments are closed.</p> just taking out the phrase and nothing would show up. Of course, this would be overwritten with any upgrade.

    Only thing is, I am really really new at this, and I don’t know where I would go to make the changes you advised.
    Can you help me out with a step-by-step on this operation?

    Find this line in wp-admin/comments.php, <p class="nocomments">Comments are closed.</p> and delte the words Comments are closed. You will have left a line of code that reads, <p class="nocomments"></p>

    You can do this by editing the file in ftp or by signing into your hosted account. This file however, will be written over when you upgrade so you need to keep track of your change. If something goes wrong, you take a new copy of the file from wp 3.1.3 and replace it.

    It would be much better to make this change with css. I think it is possible but I don’t know how to do it. You might want to enquire about that possibility. That way, you could use a child theme and your changes would not be overwritten.

    I have no idea where it’s located
