Let me take a look… Just to be sure, what you need is: let’s say some vendor has published some product, and in case if that product is sold in country A (by customer’s billing country?) – we should apply one commission percentage, and if the same product is sold in country B, we should apply another commission percentage, is that correct?

Sort of.
Let’s say a product is published by anyone. Say for example, only I (main website host) is publishing products.
Say I have product: P
If product P is sold in Country A then Vendor or Agent in Country A gets x%
If product P is sold in Country B then Vendor or Agent in Country B gets y%
If product P is sold in host country (where I am) or any other then, no commission.
So this could be also apply as you said above, but critically, my desire is to have it apply to any product published. Or at least any product published by the host

I know this may slightly veer off track into agent rather than vendor territory.

Sorry for the late reply.
Let me think this through. Just to be sure, I would need to make these changes (please correct me if I’m wrong):
1. Make it possible to create commissions not only for the authors of the product (i.e. vendor), but to other users also (i.e. add new “agent” roles to the marketplace).
2. Make it possible to create commissions (for the same product) for different agents (and with different percentage) depending on customer’s billing country.
