In your header template is this line;
<?php //comments_popup_script(); // off by default ?>
Make it like this:
<?php comments_popup_script(); // off by default ?>

It is there… just read again what Podz posted and alter the code!
That line is in the file “header.php”
You should see that Presentation > Theme editor > header template.
Look toward the bottom of that file, just near where it says
</head>
