Comments pagination

I don’t know why this topic was closed https://wordpress.org/support/topic/paginate-comments-issue/. I have been informed over at WP Slack that this is definitely a core issue and redirected to ask for assistance here. Any suggestions on how to address it? (Comments are set to show the last page first and newer comments at the top).
