 * I search a plugin where I can decide **for each new post**, whether user can 
   write comment or not. Now I can only decide that User can write comments for 
   all my posts or not. Someone can help?

 * goto the ‘edit post’ page in the dashboard;
    click the ‘screen options’ tab near
   the top right; tick ‘discussion’; this will open the ‘discussion’ field below
   the post excerpt field, where you can tick or un-tick ‘allow comments’
