Comments in 1.5

There isn’t a wp-comments.php file in 1.5, so what controls comments in version 1.5? My theme only has header, index, style and footer and in 1.3 it just went to wp-comments.php since I didn’t have my own comments.php. Do I have to have a comments.php and, if not, what’s controlling the comments by default?
