It is also possible that this is a cache and after some time, the counter can be updated.

Yes I did click “Delete Woocommerce order notices”, I also cleared cache but still the same issue.
I searched online and found something saying that comments count is stored in each product in wc_average_rating and wc_rating_count in wp_postmeta table.
I tried this old plugin https://wordpress.org/plugins/update-comments-count/ it did reset the comments count but at the same time ruined some parts of my website so I had to rollback my database.
If I make a review for each product and delete it manually, the reviews (comments) count get fixed, but I have to do this manually for every product to update the reviews count

My plugin does not delete the counter in the wc_average_rating and wc_rating_count tables. Now I’m preparing an update for the plugin, I’ll just fix it in the new version.
I will release an update tomorrow or the day after.
