The comment box is missing on our blog posts.
What might I be missing here?

I referenced this thread, and thought I'd try switching to the TwentyTen theme to see if the comment box showed up then, but it still doesn't show up.
I also noticed that in the above-referenced thread, that the person with the issue had removed their single.php file, but mine is still there.
Here are the contents of my single.php file, for reference.
I also checked out this thread, and in that instance, there was something messed up with their permalink structure, but mine is fine, it's using the "postname" option, and it's working fine.
In this thread, the idea was presented that this might be happening because the Function Reference/comments template wasn't implemented in my single.php files. I added
<?php comments_template( $file, $separate_comments ); ?> to the end of that file, but it's still not showing up.

OK, so I went into my Discussion Settings, and checked the box for "Allow people to post comments on new articles."
I then refreshed an old post, but the comments still didn't show up.
I created a test (new) post, and the comments box showed up.
It appears that checking that box enabled comments on "new" posts (as the name implies), so how do I enabled them on "older" posts?
I don't see a setting from within the post editor where you can enable or disable commenting.
And on the Posts screen, I don't see an option to massively enable/disable comments, either.
What am I missing here?
It looks like you put the comment under the footer (and now that code is actually outside the html tag which is totally wrong) -- on this page there are two comment sections as a result:
So that also suggests that comments are already called in the single.php file. Have you reviewed this re: settings to control comments:
