We use a very popular Featherlite library to make our pop-ups function smoothly. If another theme or plugin is using a newer, or older, version of the same code library it may cause a conflict.
We will need to find the conflicting software to see if that is the case, and figure out how to resolve it.
To search for conflicts, please follow these steps.
1. First please deactivate all plugins except [Plugin] and see if the issue persists.
2. If the issue is resolved, reactivate your plugins one by one to see if the issue returns.
3. If no conflict is found among your plugins, try reverting to a default WP theme like ‘Twenty Sixteen’, or ‘Twenty Seventeen’, and see if the issue is resolved.

I followed the above instructions for this and nothing changed. In fact, by deactivating all plugins except OptinCat, my site restored to a previous layout that I had. AND the OptinCat form still does not show the X in the top right corner. Please help! Thanks!

@letheightarise It is expected that this will happen after deactivating the plugins. They cannot do their thing while inactive, but this is only temporary for troubleshooting purposes.
Can you please confirm you were also able to revert to a default WordPress theme, and check the issue. Conflicts like this are often from the them being used.
If the issue does not appear while using a default WordPress theme, you will want to contact your theme authors for a solution.
