    your plugin is clashing with the excellent [admin menu in frontend](https://en-au.wordpress.org/plugins/admin-menu-in-frontend/)
   plugin. It prevents the sub-menus from popping up in that plugin.

 * UPDATE – its was not plugin but a bad theme.
