"Choose from the most used tags" = "No tags found."

When writing or editing a post I get the message “No tags found.” if I click on the “Choose from the most used tags” link. I am using the primary admin account and have installed nothing that would alter the admin rights.
The tags exist and can be verified in the tags section under admin/posts.
If I start to type a tag, it self populates and allows me to click it.
I’ve done all the usual troubleshooting steps I can think of.
Deactivated ALL plugins. Tested, same issue. Didn’t bother turning them back on 1 by 1 as it wasn’t working with none.
Dropped my child theme and changed to the theme it supports. Tested, same issue.
Changed to WP Twenty Thirteen them. Tested, same issue.
Cleared the cache. Tested, same issue.
Tried with both W3 Total Cache & WP Super Cache. Same issue.
Tested with different browsers and different computers. Same issue.
I have about 3 dozen WP sites and have never seen this happen. Some of the sites run the same theme, plugins, etc… The only thing really different is this site is hosted by Hostgator. Not sure why that would make a difference but I’m mentioning it just in case.
I’ve searched Google high and low, found a few threads about the issue related to different plugin conflicts but I’m using none of those plugins and like I said, it does this even with all plugins turned off.
Any suggestions?
