Chinese character issues after upgrading to 3.1.1

I was upgrading my wordpress from 2.9 to 3.1.1 through my hosting service’s SimpleScript tool.
All my chinese character became question mark extend showing the words currently.
I have already check over the web, and all the solution can’t help me to fix this issue.
Such as the codex post, Converting Database Character Sets or try to edit the wp-config.php file that hide following two lines of code

define('DB_CHARSET', 'utf8');
define('DB_COLLATE', '');

All of them are not really working on my issues, and my previous chinese post are still contain with question mark.

I hope someone can help me with that.
