Checkout always fails

    Hello,
    I am having trouble placing orders on my website.
    I’m using WooCommerce v2.0.20 , over WP 3.7.1

    The issue is that all of the orders fails, even the pay on delivery one says the same message as the rest of the gateways.

    “Unfortunately your order cannot be processed as the originating bank/merchant has declined your transaction.”
    this message is popping on every customer order, but the confirmation email still sends to both admin and costumer, as the order was OK.
    in the admin panel, it says failed. on every payment gateway, same error.

    It was working well a while ago, and suddenly it stop. we didn’t install any new plugins or performed updates. after it stopped working I did disable all the plugins to check if that’s the problem and it didn’t help.

    PLEASE HELP!!!!
