 * I’m using a nifty plugin called Widget Logic – it’s great – it allows me to really
   set up widgets on a per page basis.
 * What I want to do, however is check to see if a page has a widget so that I can
   output some basic code before and after the widget(s) are rendered.
 * Can someone point me in the right direction?

 * check out widget logic’s widget_content filter functionality – that might be 
   the best way to do what you want
