 * I have a wordpress blog. Is it possible to change the website address and content
   completely? And how do I do that?

 * You want to change your site address – You need to find yourself a new domain
   name
    You want to change your content – upload new contents in the new site. 
   You want to change your site presentation – install new WordPress theme.

 * I have a domain name. Currently its being used on Blog.com. I do not like blog.
   com and want to stop using it.
 * So whats the first thing I need to do to change the chattychicky website? I know
   how to update the content. But how do I change the actual website address?

   be to hire someone who can migrate your content and make a ready made site with
   your choice of WordPress theme in it. Since you’re new I’d recommend you not 
   to do it for yourself.
