Changing ‘User List by Role’ admin page

I want to change the user list order of the user.php page. I need to show the bottom of the barrel subscribers on top with the admins at the end.

Site has users subscribing to Wholesaler section that then gets approved by Website Owners by bumping up their user level.

Each time they have to go the the last page and update all new subscribers. Would like it to be on the first page. Their staff isn’t all that quick, so trying to make it a little idiot proof.

Can anyone tell me where I can change the code to display in reverse order.
