I tried on my installation and it is working fine. Can you please check by turning off all the third-party plugins and clearing all the caches including the server-side cache?

I tested some more and it looks like it isn’t caused by any third-party plugins, but it specifically happens after trying to remove any Tab using the Delete option in the Blocks List View, and not with the X near the tab in the block preview.
When doing that, the tab disappears from the list, but not from the block preview. When removing it from the preview as well (with X), it sometimes removes another tab from a list, and sometimes just the remains of the previously deleted tab. I didn’t manage to establish why it acts these 2 ways.
Anyway, after completely removing a tab in this mixed way (and making sure each tab has its Tabs child), and then changing the order of tabs – it breaks with the error as above. It still works fine with the original tabs order though.
I will add the block again from scratch and obviously will not try to remove any tabs using the blocks list view this time, but I imagine it should work both ways? Or at least would be nice if it was disabled cause it took me some time to understand I cannot use the delete option in this case 😉
