 * If I change my Permalinks settings will I have to relink all of my page links?
   Basically is WordPress that smart that it knows circumvent the hard hyperlink
   on my webpage to mywebsite.com/?page_id=48 if I change the Permalink format to“
   Post Title”?

 * As far as I know, you should be just fine.
 * I just tried it on a test installation I have installed locally and had no problems
   at all. I’d advise you to take all the normal precautions, though: backups and
   so on.
