Change URL, lose CSS, but the header looks fine

Everything is working just fine if I keep the initial URL allocated by Bluehost ie http://69.195.124.238/~shaynep1
My style sheets work and my wp-admin login works. Also I can get to the site. I have a domain name pointing to the site (shayneparkinson.com) and that works okay too, up to a point. The domain gets to the initial page but all the links after that are using the IP address, and when I open a link in a new tab the browser address shows the IP address. Apart from IP address showing the only other problem is that http://shayneparkinson.com/wp-admin doesn’t take me to the dashboard (the IP address equivalent does) and none of the ‘edit page’ links work.
Now, since I would rather eliminate that IP address from view I changed the siteURL and the home address to http://shayneparkinson.com. Then it all goes wrong. It fails to find the style sheets so, while the initial page does display it is very different from what I want. I can see stylesheet references on the resulting page and they have urls that look like this:
href=”http://shayneparkinson.com/wp-content/themes/stargazer-slp/style.css?ver=1.0.0″
Which is what I expect to see, and I can browse to them directly, so they are accessible. But not from this page. Also the wp-admin link no longer works, even from the IP address URL, so the only way I have to change it back is to use phpmyadmin to edit the two fields on the database (which works).
However, while it is still wrong, I can see this near the top of of the html:<frame src=”http://69.195.124.238/~shaynep1″ frameborder=”0″>
Which suggests that there is something else I need to change for it to recognise my domain properly. I did (of course) look at Changing the Site URL and I’ve mostly been using phpmyadmin to switch the fields. Though I did try the ‘Relocate Method’. It would not present the login page so I don’t know if it did anything or not.
I’m switching it back to use the IP address because that works better. But can anyone tell me what I’ve missed here?
