Change to redirect entries not working

I can make changes to an existing redirect, and while the screen shows the change, the actual redirect action is not changed. I can see in the database that the entry is updated and correct, but it is still redirecting to the old value!

I deleted the entry (confirmed the deletion in the DB) and the redirect still processed, when I expected it to not be there, since it is no longer in the DB. Entered the redirect again (again, confirmed in DB) and it is still processing, to the OLD location.

What is more confusing is that I updated 7 entries and 6 of them are working correctly – meaning the change I made for that entry is working as expected. It is hard to see what is keeping the last one from working correctly.

I’m using version 2.2.13 (latest) and need to understand how to get this last entry to work correctly ASAP – or I will have to move to something else, since my site is live and this last link is BROKEN!
