Sorry to hear of the problem you are having.
I have tested on my test site using latest version 4.6.1.4 of WordPress PopUp plugin and found it’s working fine without any issue.
Could you please use again the latest pop up version 4.6.1.4 so that we can troubleshoot it?
Don’t worry you’ll get older version of pop up plugin on the following page.

After using latest plugin version try using different pop up loading methods from pop up settings.
Then check the javascript console for errors.
In Chrome go to “View -> Developer -> Javascript Console” and in Firefox you can go to “Tools -> Web Developer -> Console”
