Change "This blog has been archived or suspended."

I am using 3.0 multisite, when I archive a blog or mark it as spam then someone tries to access the blog it shows this text: “This blog has been archived or suspended.”

Is there a way to change this text using a plugin to make it upgrade proof?

Also is there a way to allow the site admin to still view the blog if its archived or marked as spam?
