Change Theme

I am getting so ticked off at the instructions on this
To change a theme…

1. Log in to the WordPress Administration Panels.
2. Select the Presentation subpanel.
3. From the Available Themes section, click on theme title (or theme screenshot) for the theme you wish to activate.

I do not have a “presentation” option.
Clicking on the theme selections under DESIGN gives me screen shots of the themes I do have available, but clicking on them just shows me what those themes would look like if I was smart enough to make the change to that theme.

I know that somewhere on this site there are clear directions that actually work. How do I find them?
