change text background colour

Hi there, I have just imported my wordpress.com blog into wordpress.org, and after trying different themes I seem to have lost the option to change the background text colour to black. Before I had the option of a black or white text background somewhere in the “appearance” options, but now it’s gone. Does anyone know how I can get it back?
