Change order on hold payment methode to paypal

I have an order on hold where the customer have chosen a wrong payment method. They would like to pay with paypal. They didn’t create an account.
Can I, somehow, do something backend, so the customer will get a mail, with the items listed, with the link to paypal?

Hi there,
As long as their is an email on the order in the Billing Email Address field, you can set your order to Pending Payment as seen here:
