 * It isn’t a file but interface to get structured information from a site in a 
   text form. It’s called REST API.
    It can be disabled by some of your plugins.
   You can take a look at Tools > Site Health to see if it’s working correctly.

 * “?rest_route=/” is the alternative url for “wp-json/”
 * And by the look at screenshot it’s working. Possibly you need to fix something
   else for this plugin to work.
