There is no need to use inline CSS, as you presented in the second screenshot. All these options are available from the Style tab of the Text Editor widget, including Alignment: https://prnt.sc/FhOfRSgBhhCK
The width of the widget can be set from the Advanced tab > Layout settings: https://prnt.sc/haedka66xsrR – In the case where the custom width is used, you will need to use the parent column alignment option to set the alignment of the child elements: https://prnt.sc/O8bYCEhJ8W83
The background color can be set from the Advanced tab > Background: https://prnt.sc/RyX5DY4dKApv

After I set a width, for your 3rd image, mine does not have Layout tab – https://snipboard.io/VKG6cl.jpg. I am not using Pro.

You need to click on the editing handle for a column that holds the Text Editor widget and set alignment.
