Category Rating ?

Is there any plugin or something that allows Rating of Categories ?

Example :

I have a category page, which shows the category description ( I used this code : <?php echo category_description( $category ); ?> )

and then it lists all the posts in it. Is there a way to put some Star rating feature just under the description, on the Category page ? I don’t want individual Posts rating, i want users to be able to rate the category.

ALSO, if possible, be able to create a page which lists the top rated categories.
