Category and tag pages not displaying menu

This has been going on forever, just never got around to fixing it.

Example tag page: http://www.smartboxwebmarketing.com/tag/best-dental-websites/

Notice the menu at the top as it’s displayed on http://www.smartboxwebmarketing.com/ is instead displayed in the footer.

I’m lost to fix it.. any help?
