Category and Menu Management

I had my pages, menus, and categories organized perfectly until I decided to add a new category. When I tried to organize it in “menus” (“Colorado River (Below Granby Reservoir)” under the parent page “Rivers”) it wouldn’t stay where I placed it, and created a completely new tab…

Then I tried messing around and deleting/re-adding one (“Bear Creek Blog” under the parent page “Bear Creek”) it did the same thing. Whats going on??? Is it a wordpress or user error?
