The bottom of each of my posts contains a section for “tags.” Yet the content displayed in this section comes from my “categories.”
How do I fix this, i.e., display the tags underneath each post?
Are you talking about the display of posts on your blog or the blog admin.
If on your blog, the Template_Tags/the_category is used to display Categories for a post and Template_Tags/the_tags is used to display Tags for a post. So what is your theme using?

So likely look at your theme’s index.php file to find the tags I mentioned above. Or if you don’t figure it out, paste your theme’s index.php at http://wordpress.pastebin.ca/ and report the link back here.
