Hello from Quebec! Categories would be saved to the WordPress MySQL database, so there is no possible conflicts with file chmod permissions.
Now, how are you trying to create the category? Are you going to the Link Library Categories section under the Link Library menu section, entering a new Name and clicking on the Add New Link Library Category button at the bottom of the window?
Or are you trying to create a new category on the new link creation screen?
Are you able to create categories in other sections of WordPress? Like under the Posts > Categories section?
I have now made a backup. Since other categories were gone too.
The problem is that I used another plugin before. (Simply Link Directory).
I uninstalled and deleted this. After that, the categories stopped working.
I try again.
