You are running on our latest 1.4.8.3 update?
Also, can you verify that you’re saying the update button on your cart page doesn’t work? That would be completely separate from anything our plugin is doing. That’s just general WooCommerce functionality.
If the PayPal buttons aren’t showing up at all then you should double check the button settings in the Express Checkout options page and click Save to make sure it’s all set the way you want (click Save even if you don’t change anything.)
Another thing to make sure is that you’ve cleared out any caching / CDN tools you may be running after applying updates.

I think you’ve got a browser caching issue going on.
Yes everything is updated. I removed the ‘click’ under ‘Enable Smart Buttons’ for the paypal express so at the moment it seems to be working again. If I activate the enable smart buttons, it happens again and I can’t checkout.
Okay, that’s odd. Can you please submit a ticket here so we can work with you more directly on this? Also, did you make sure to clear out any caching / CDN services? The Smart Buttons are driven by jQuery, so if you have any cached jQuery files that could cause conflicts.
