Cart and Checkout shipping rates not updating when changing City

My cart does not update shipping rates when city or county is changed either on the cart page or on the checkout page. I tried all sort of combinations of options, I also checked plugins and they don’t seem to be a problem.

It picks one rate and applies that to any other city you change to. The name of the new city is shown but the rate does not change.
Could you please help as this is a pretty big problem. I checked other solutions to the same problem posted on the forum and still cannot fix it.
