Cant upload new Plugin & Theme in WordPress

    hi i instal wordpress in on domain call http://www.tobatube.com
    hosting with arvixe. i install from cpanel , wordpress with 1 click install , now i try to upload new theme and plugin , but i cant see any theme or plugin in search or not i cant install, i click on upload nothings comes,when i click on plugin this error shows[ Oops! That page can’t be found ]
    Any help
