Check under your User profile and make sure that the disable visual editor box is UNchecked.
If so, then try deactivating all your plugins, resetting the plugins folder (using FTP rename the plugins folder) and switching to the default theme.

Make sure you are clearing any browser and site caches. Also what browser are you using? You may want to try a different one just in case.
I did all of that and I am still having the same problem.
That doesn’t look like the default theme with no plugins – that’s really the only way to troubleshoot this kind of problem.

You could also try reinstalling WP manually by –
– re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress. Make sure that you delete the old copies of files & folder before uploading the new ones.

Hmm, yeah, that’s a bit daunting, I agree. Unfortunately, I’m really not sure what else to suggest. These kinds of problems seem pretty random and can be a real pain.
But going back to your first post – you said you have W3 Total Cache? That plugin can be pretty troublesome, so if that’s the case, you may want to completely delete it and any files it’s added to your site.
