Here’s what I’ve tried after having the same error as yours.
1) deleting extra spaces in wp-admin/admin-functions.php
2) deleting spaces in wp-content/themes/[mytheme]/functions.php
3) deleting spaces in wp-includes/functions.php, functions.wp-scripts.php, and functions.wp-styles.php
4) looked for define(WP-CACHE in wp-config but I didn’t find that line anywhere
5) backed up the whole wp-admin folder, deleted it from FTP, re-uploaded

I’m sure this is all great advice, but I don’t know how to put any of it into use when the log in screen is blank white. Am I missing something here?

Do you have a site hosting on another company? Or this is just a stand alone wordpress site? Because if you have one you can go to the back end of the server and check into the wordpress files.
It’s a Rapidpress site through Name.com.
Well as checked, that is a webhosting company. Try to contact their support and ask on where to see the files on their webspace.
I did and this happened:
ERROR: Cookies are blocked or not supported by your browser. You must enable cookies to use WordPress.
Cookies are enabled and I cleared my cache.
FYI, my site comes up fine on the same computer.
Try it on another browser, our reboot your router.
