can’t seem to load a picture

I get this message,”Unable to create directory /home/bellomod/public_html/blog/wp-content/uploads/2006/11. Is its parent directory writable by the server?” which means nothing to me, when I try to load a picture from my desktop to the post page. What am I doing wrong? I have looked around trying to find better instructions with no luck. Any help will be much appreciated.
