Did you login? The theme has nothing to do with the dashboard, but with the way the website itself looks.
Yes, I logged in, but don’t see administration panel.

So what do you see? A white screen, an error message, something else?
There is the black stripe at top, but it only says Home, About, Extend, Docs, Blog, Forums, Hosting. Download. Then there is a light blue stripe that says Forums Welcome ______ ! View your profile (log Out). Below that is the Forums. I don’t see a place to get to anything about my blog. Maybe I’m in the wrong place?
The page with the blog doesn’t have any dashboard on the top.

That sounds like the top of this forum, not of a dashboard! Did you try to re-upload the WP files from the installation-root? Otherwise just try to upload the whole WP package, there’s probably just a file that didn’t get through in one piece.
