What account are you logged in with, and what is its user level. I believe a user account must be level 8 or above for the Plugins admin page to become available.
Not all plugins have options. In fact, most don’t.
I login in as admin, level 10, and at least those plugins that I have tried claims to have options page, and spam karma should at least? still nothing.
This might be the result of a bug, which was fixed here:

Can anyone tell me any simple plugins which have options? I have never seen any in my options pane, but I would like to rewrite a not-so-pluginnish plugin (it breaks the page when deactivated) into a genuine plugin, but I want to find out how to give it options. So a simple plugin with options as an example would be helpful.
Okay, I tried with unmodified strayhorn install to another site, and it showed those plugin-options. Damn, I need to log my hacks from now on.. especially if I am going to start all over with a clean install on my main blog…. bugger..
I am having this same problem and I am running WP 1.5.2. The two plugins whose options I can’t see are Subscribe2 and WP-ContactForm. I have used them successfully elsewhere. I am a level 8 user on this blog.
Any clues?
In case anyone’s curious, my problem was caused by user-level permissions. Both plug-ins wanted me to be at least a level 9, so I modified the code to allow me to use them as an 8 (at the suggestion of plugin author Skippy).
I am struggling with the same problem, trying to get Popup Image Gallery working.
I can see activated but the features that should appear in the ‘Manage’ section of the admin pane are not showing.
I am logon as administrator and run WP 1.5.2 that I recently updated.
I tried other plugin and that’s the same…
Any help would be really appreciate!
Thanks
