Can’t move widgets

I am no longer able to change the order of widgets in my sidebar. The curser changes to the crossed arrows but any attempt to drag to new position only results in selecting all text.
I have tried this on 2 pc’s using IE7 & Firefox. I can add & remove widgets ok. Java & active scripting is enabled.

Any help appreciated.
