Can't migrate my images away from Cloudinary

I am currently trying to get my site’s Cloudinary bandwidth back below the 200GB free limit by migrating high demand images back to my server, but Cloudinary is not playing well. Although it started migrating OK, when I got beyond about the first 40 images, it started giving a weird message like this even when migrating a single image:
